MS4 Series: TMDL Implementation

This workshop will delve into details behind implementation for a successful TMDL Plan, including real-world examples. Certain TMDL Plan implementation strategies apply towards PRPs and will be referenced. Topics ranging from developing to monitoring implementation to modifying your plan will be covered, along with innovative techniques and considerations for a cost-effective and successful implementation.

National Flood Insurance Program

This course is designed to provide local officials who are responsible for administering floodplain management ordinances with additional resources to do their jobs. Some of the requirements of the NFIP are less clearly spelled out in the regulations, and the aim of this course is to present locals with guidance and tools on those areas. The course will offer a refresher of the mapping and regulatory basics of the National Flood Insurance Program (NFIP) and will focus on the day-to-day duties of the floodplain administrator, linking the relationship between floodplain management and flood insurance. Agenda topics will include mapping tools, suggestions on the establishment of administrative procedures, the incorporation of higher regulatory standards, permitting considerations pre- and post-disaster, and the challenges and benefits of ordinance enforcement.

MS4 Series: Funding Strategies for BMP Implementation

This workshop will scan across various funding strategies and mechanisms for stormwater BMP implementation including, but not limited to, various conventional grants (DEP, DCNR, NFWF, etc.) to public-private partnership (P3) approaches. Case studies of the varying mechanisms will also be discussed, as multiple approaches may need to be considered.

MS4 Series: Using ArcGIS for your MS4 Data Management

Are you interested in how ArcGIS can help you manage your MS4 program? During this workshop, you'll learn how GIS addresses the needs of today’s local governments with real-world examples. There will also be a live demonstration showing how you can use an app to streamline your data collection process.

Workshop Materials:

Wetland/Stream Regulations and Implications for Routine Maintenance Practices

An overview of wetland and stream regulations, as well as, basic waters identification techniques will be provided. These will focus on how Pennsylvania Chapter 105 waterways, federal Clean Water Act Sections 404 dredge-and-fill, and floodplain regulatory jurisdiction intersects with routine infrastructure maintenance practices. Topics will include: permit requirement thresholds, exemption and waiver eligibility determination, protective stormwater control maintenance practices, and common regulatory pitfalls discussed through case studies.

MS4 Series: Compliance, O&M and BMPs for successful PRPs

The workshop will provide an overview, review and discussion of activities related to MS4 permit renewal and preparation of Pollutant Reduction Plans. The workshop will focus on types of BMPs available to municipalities for selection and implementation as part of the PRP, including design and location considerations, pollutant reduction effectiveness and long term operation and maintenance requirements, along with anticipated costs. The workshop will also discuss using the written Stormwater Management Program to better organize and coordinate compliance activities and documentation responsibilities among all members of the Municipal Staff, including administration, code enforcement and public works.

MS4 Series: NOI Workshop

9am – 10:00 am - Morning session will cover the introduction to the MS4 workshop series, my background, the basics of the MS4 program, with upcoming permit obligations, and a discussion of common problem areas.
10:00 am – 11:00 am - Review pre-submitted documents / Q and A
11:00 am – 12:00 pm – Overview of the NOI and its contents and a look at what tools are needed.
12:00 pm to 1:00 pm – Lunch
1:00 pm to 4:30 pm – Everyone to actively fill out their NOI either electronically with their own laptops, or to work off of paper copies.

MS4 Series: PRPs - Digging into the Details

Obtaining General and Individual Permits for Phase II (Small) System; Preparing Total Maximum Daily Load (TMDL) Plans; Developing Nutrient/Sediment Pollutant Reduction Plans (PRP); Reviewing Sample Plans

Workshop Materials:

MS4 Series: MS4 Program Overview and Mock Inspection

Introduction to MS4. New permit obligations and a discussion of common problem areas found during MS 4 inspections by regulators. Illicit Discharge Detection and Elimination and Municipal Good Housekeeping will be emphasized as a precursor to the afternoon “mock inspection” walking tour. How to draft Good Housekeeping written plan will also be covered.

MS4 Series: Introduction to Pollutant Reduction Plans (PRPs)

The 2018 PADEP General MS4 Permit outlines requirements associated with development and implementation of Pollutant Reduction Plans (PRPs) varying from pathogens to sediment. This workshop was developed to outline considerations and processes for development of PRPs applicable to the southwest Pennsylvania region; including, but not limited to, plan development process, estimating loadings, implementation schedules & tasks, and “right-sizing” BMPs and control measures.
