MS4 Permit Program Management: A Perspective Based on USEPA Expectations

Why do I have to develop a map of my regulated MS4? Why do I need to keep an inventory of development and redevelopment projects that discharge stormwater to the MS4? Why do I need to distribute educational materials to target audiences? In simplest terms, these activities are designed to help support an effective Stormwater Management Program (SWMP) that has appropriate goals—but more importantly an appropriate purpose based on the facilitation of a program that reduces the discharge of pollutants from an MS4, protects water quality, and is aligned with three primary water quality requirements of the Clean Water Act. The six Minimum Control Measures (MCMs) in a SWMP are not the SWMP itself, but elements and vehicles to facilitate a SWMP with established goals and objectives. This workshop provides considerations for effective program management based on USEPA expectations and the intent of the Clean Water Act.
