Ellen Kohler is the Director of Applied Research and Programs at the Water Center at Penn. Her work focuses on collaborating with municipal and utility water managers to find sustainable solutions to the water quality and quantity challenges they face, ranging from managing increased stormwater flows related to climate change to developing equitable financing policies for water infrastructure investments.
